Well no, we just disabled the command for the lower ranks. Higher ranked players (inclucing engineers) tend to not get muted or at least don't abuse the command this much because they are usually more mature so they can still use it .

Permission has been taken away from non-staff because many players used it to bypass mutes.

Currently watching Game of Thrones, Hannibal and Arrow ^^ I'll probably take a look at True Detective as well.
