Hello :D i was trying to buy elite with paypal .. but i get this error thou i entered everything correctly

EDIT: my visa is fully activated and have more money than $50 in it but Paypal wont accept it
That's an issue with the card issuer. Maybe see if you can add it to your PayPal account and add funds? Otherwise, contact your bank/whoever issued the card. There's nothing I can do about this.
