He clearly wants to change his username to "Mr" but wants his old rank transferred onto the new account and wants all his protections/permissions transferred over to him as well.

yes correct
If you create your new account, We can rank you up and then de-rank your old account, but you will need to transfer all of your self-made protections yourself (Just make your new account a trusted user of the Residence on your old account first)
