Another point is revenue. While I would love to make all features of the server freely available to everyone, It's impossible as the server RELIES on the donations to continue running. If you really want to get MobDisguise, Buy Elite! It's not all that expensive and almost anyone can buy it anywhere in the world.

If everyone was allowed to use Mob Disguise, the server will more further away from the survival form. And why would players want to use Mob Disguise after all?
