New Plugin = More Leather in Survival

I have been trying to find cows so that I can harvest leather for books to make a enchanting room in survival. While I was watching a video on youtube I came across a plugin that turned rotten flesh into leather. I think the point of having a survival world, is to have it fully vanilla with no added mods/plugins.

Still.... Cows in Survival World are nearly extinct....
None of us can Find any cows anywhere......
We need some kind of mod or something to help spawn them...
Maybe make a spawner like in the Old Blaze area or a random spawner near spawn that is a few layers beneath the earth.....
