Item Spawning

For some reason I can no longer spawn in redstone dust. I am a builder and i used to be able to spawn redstone dust and the item spawn guide still says builder can spawn redstone. So why cant I spawn it?

It is removed from Builder rank, you have to be Engineer to spawn Redstone dust
