  I wanted to make something for the server so i thought of making like a minecraft hunger games or maybe a boat race etc so do i have perm to build events for the server i really want to make stuff that will attract people and do something for the server

All types of builds are allowed to be done on the server, one thing to keep in mind is that it has to be appropriate and not offending to people.

If you need to make it official, Then you can ask a staff member who is online to add it to the server notice board which is positioned on the way out of spawn towards the mall. You will, however, need to run and organise the events yourself unless you have your own arrangements with players otherwise.
