Faction Commands broken.

Allow me to elaborate: guest's can't do any commands using /f. It sais they have no permission.

No need to look into it. Per a discussion kai and I had last night in the admin chat on skype, guests actually had a lot of features enabled to them that shouldn't have been enabled. I.E., joining and being in factions. Factions were supposed to be set for Citizen+ ranked people. However:
