You have to buy elite because to get it you need to donate and you need to donate because you are helping the server and you are also gaining special ability's and you can spawn more items then builder.

You are required to buy Elite because the extra commands and features it allows you to have access to need to be restricted only to people who are not going to use them to ruin the server. If it was available for free it would be much harder to restrict. People who pay for a rank are less likely to want to lose it/get banned.

Also, The server costs me $55 a month, And the purchasing of Elite and VIP is what keeps the server up. If it wasn't for people buying it I would not be able to afford the server.

That is yet to be confirmed. I think you can transfer internationally but nobody has tried yet.
You can also donate other things like iTunes gift cards, Microsoft point cards, etc.

I'm not sure why you can't just use PayPal though? If you have a bank account, you can use PayPal. A Credit Card is not required.
